Regular City Council Meeting May 6, 2013 Members Present: Mayor Marlys Palmer, Council Members Corey Bustrom, Lisa Iverson, Chris Caulk, and Howard Lewis. *Mayor Palmer called the regular meeting to order at 3:17 pm. *Agenda was approved as amended and consent agenda was approved as amended. *Tim Dwyer was sworn in as the new Police Chief. *Palmer presented the Wastewater Treatment Facility staff with a Certificate of Commendation recognizing staff for the outstanding operation, maintenance, and compliance of the wastewater treatment facility. *There was a discussion on the Compost site and the change in plans for the site. The consensus of Council was to direct staff to bring the item back for approval of an interim use permit. *Approved unanimously Resolution R13-032 accepting the bid and awarding a contract to Robert L. Carr Company in the amount of $11,910,000 for the Wastewater Treatment Facility Improvements. *Approved unanimously the construction services agreement with SEH with a maximum contract amount of $872,000. *Approved unanimously Resolution r13-033 accepting bid and awarding a contract to Municipal Builders, Inc. for an amount not to exceed $278,300. *Approved unanimously the annual audit for the year ended December 31, 2012. *Moe presented Council with the Government Finance Officers Association Certificate for achievement for excellence in financial reporting for the 2011 audit report. *Denied unanimously the request to permit bow practice within city limits at 1563 2nd Avenue SE. *Approved unanimously Ordinance 584, approving sidewalk café's. *Approved unanimously Ordinance 585, amending administrative citations. *Approved unanimously the contract with B & M Lawn and Landscape, Inc. to perform mowing services as needed. *Approved unanimously the downtown revolving loan fund guidelines. *Council retreat dates were set for 2013 as follows: May 20th, July 15th, and August 19th. All meetings will be from 1:00 pm until 5:00 pm. *Approved to nominate Mayor Palmer for the CC Ludwig Leadership Award. *Committee reports were heard. *Approved unanimously to authorize staff to spend up to $45,000 on HVAC improvements for City Hall and the Police Department. *Regular meeting was adjourned at 6:14 pm. CHISAGO & KANABEC COUNTIES MONDAY, APRIL 15,2013 BRAHAM, MN 550067:00 PM BAHS COMMUNITY ROOM The regular school board meeting was called to order by Chair Steve Eklund at 7:00 p.m. The Pledge of Allegiance was given. Members present: Steve Eklund, Max Eng, Tony Cuda, Dan Klemz, Zane Braund, Angie Flowers, Robert Hughes, and Supt. Gregory Winter. Members absent: None. Motion by D. Klemz, second by T. Cuda to adopt the agenda as printed. Carried. Motion by R. Hughes, second by M. Eng to approve the minutes of the March 18th Regular school board meeting; approve the April bills, $160,991.53; and accept the April Treasurer's report. Carried. The board reviewed the current enrollment analysis. Under Open Forum: A group of (16) parents and students spoke on behalf of the Braham Area Learning Program. Staff member Becky Swanson made a request on behalf of the softball program. The board reviewed the Student Council representative's written report. Elementary Principal Jeff Eklund reviewed his written report; which included a Reading Curriculum Update, a big Thank You to BEPO for the staff suppers they provide during parent/teacher conferences, and a report that the elementary (K-6) had 93% of their parents participate in the spring Parent/Teacher conferences. Assistant Principal Judy Adams reviewed her written report. She reported that the high school scheduling for next school year has been completed, adjustments can still be made; and the scholarship committees have been meetings and that selections are being wrapped up. High School Principal Justin Sawyer reviewed his written report, which included updates on parent/teacher conferences, upcoming MCA tests, and PLC planning. Activities Director Tim Malone reviewed his written report, which included the spring sports participation numbers and a reminder that Academic Awards Night is scheduled for May 9. Mr. Malone wished to thank Krista McNally and Charity Allen for their efforts in planning a very successful Prom. Mike Thompson reviewed his OTAS Officer's written report Summer School will again be held June 3 - 28, 2013, with the focus being on core subject areas such as Math. Science. Social Studies, and English. The focus of the July - September 2013 plan includes increased learning time opportunities for students. District Assessment Coordinator Joan Proza reviewed her written report; which included the April testing schedule. Community Education Director Cheryl Arnold reviewed her written report, which included detailed events/activities and class offerings, and program participation numbers. Sup't. Winter's report to the board included updates on recent meetings and conferences. School funding, special education, general education, and shift payback were among the items discussed at a recent meeting with Representative Faust. RRSEC is moving forward in the planning of the Level 4 EBD Program with the lease of the agreed upon facility in Cambridge. Board members reported on individual meetings and activities attended. Dan Klemz thanked school board members, administrators, all district employees and many students for the outpouring of support that he and his family received following the recent loss of his father. Motion by M. Eng, second by A. Flowers to approve the Preliminary Budget for the 2013-2014 fiscal year as presented. Carried. These numbers are preliminary and may be subject to change prior to the Final FY 2013- 2014 budget being presented for adoption at the regular June school board meeting. MOTION BY D. KLEMZ, SECOND BY T. CUDA TO AUTHORIZE MOVING FORWARD WITH THE EXPANSION OF THE KINDERGARTEN PROGRAM TO ALL-DAY, EVERY-DAY KINDERGARTEN STARTING WITH THE BEGINNING OF THE 2013-2014 SCHOOL YEAR. CARRIED. Motion by M. Eng, second by R. Hughes to adopt the Resolution Relating to the Termination and Non-Renewal of the Teaching Contract of Anne Rood, a Probationary Teacher. Carried. A copy of said resolution shall be a part of the official minutes. Motion by A. Flowers, second by Z. Braund to adopt the Resolution Placing Kim Knudsen on 1.0 FTE Unrequested Leave of Absence. Flowers to adopt the Resolution Placing Rebecca Swanson on .5 FTE Unrequested Leave of Absence. Carried unanimously. A copy of said resolution shall be a part of the official minutes. Motion R. Hughes, second by D. Klemz to accept, with regret, the letter of retirement submitted by Ellen Cunningham from her FACS Teacher position, effective at the end of the current school year. Carried. Mrs. Cunningham has served as a regular and as a substitute teacher with the Braham Schools for 23 years. Motion by Z. Braund, second by M. Eng to accept the letter of resignation submitted by Courtney Bruce from her Title I Paraprofessional position, effective April 23,2013. Carried. Ms. Bruce has been with the district since December 2012. Motion by R. Hughes, second by T. Cuda to approve Jared Eichten's request for a one-year leave of absence from his Industrial Technology Teacher position, as per the Teachers' Master Agreement, effective for the 2013-2014 school year. Carried. Said leave shall be without pay or fringe benefits; and without loss of seniority. Motion by M. Eng, second by D. Klemz to approve Kathy Olson's request for an extended leave of absence beginning on April 15, 2013 through the end of the current school year. Carried. Said leave shall be without pay or fringe benefits; and without loss of seniority. Motion by R. Hughes, second by T. Cuda to approve the employment of Tina Engberg to fill the Elementary Special Education paraprofessional position, effective March 4,2013, Step 1, for 4.5 hours a day. Carried. This position was created based on an increased need in special education services. Motion by M. Eng, second by D. Klemz to approved the employment of Patti Haavisto to fill the Elementary Special Education paraprofessional position, effective April 8,2013, Step 1, for 4 hours a day. Carried. Cuda to approve Beth Stone's request for lane advancement from the BA+45 to the MA lane, effective with the beginning of the 2013-2014 school year. Carried. The board held its second reading and discussion of Proposed Policy GBB - Family Medical Leave Policy (MSBA 410) being presented for consideration of adoption. The board held its first reading of revised Policy EFF - Meal Charge Policy being presented for consideration of adoption to replace current Policy EFF - Meal Charge Policy. The board held its first reading of revised Policy JP - Wellness Policy being presented for consideration of adoption to replace current Policy JP - Wellness Policy. Max Eng spoke of the need for the Rum River Special Education Cooperative's Level 4 EBD Program and the leasing of a facility in Cambridge to house such a program. Motion by D. Klemz, second by R. Hughes to adopt the Resolution Approving Lease Levy Authorization. Carried unanimously. A copy of said resolution shall be a part of the official minutes. Motion by D. Klemz, second by R. Hughes to appointment the elementary principal to serve as the Local Education Agency representative for the Title I, Title II, Title VI, and the Assurance of Mastery Programs with the Braham Area Schools for the 2013-2014 school year. Carried. Motion by T. Cuda, second by Z. Braund to set a Buildings & Grounds Committee meeting for Monday, May 6th, 6:00 pm. Carried. The committee members will meet in the superintendent's office, the meeting will include a tour of the facilities and grounds. STANFORD TOWNSHIP REQUEST FOR BITUMINOUS BID NOTICE IS HEREBY GIVEN, that Stanford Township, Isanti County, State of Minnesota, will be accepting sealed bids for the blacktopping of the following streets: Dolphin Street Approximately 1 mile Overlay 650 ft on Rabbit Trail Overlay 950 ft on Tiger Street & 32 ft Driveway Approach 269th Avenue 1,300 ft + 60 ft out both ends of Nacre at Cross Road. Patch bids will be done separately and an overall bid will also be accepted. The bituminous bid shall be for a 24ft wide blacktop street, 2" compacted, finished and shouldering.
