SCHOOL DISTRICT NO. 314 REGULAR SCHOOL BOARD MEETING MONDAY, DECEMBER 17, 2012 The regular school board meeting was called to order by Chair Steve Eklund at 7:00 p.m. The Pledge of Allegiance was given. Following the Pledge of Allegiance, a moment of silence was held for the victims of the recent elementary school shootings in Newtown, CT. Members present: Steve Eklund, Max Eng, Tony Cuda, Dan Klemz, Angie Flowers, Robert Hughes, and Supt. Gregory Winter. Members absent: Zane Braund. Motion by R. Hughes, second by T. Cuda to adopt the agenda, with the moving of the Assistant Principal's Report up to number 5. Carried. Motion by D. Klemz, second by A. Flowers to approve the minutes of the November 7 Working and the November 19 Regular school board meetings; approve the December bills, $157,255.64; and accept the December Treasurer's report. Carried. The board reviewed the current enrollment analysis. There was nothing addressed under Open Forum. Assistant Principal Judy Adams reviewed her written report. She wished to express what an outstanding and dependable job Sue Stigen and Loren Christenson are doing for the school district as special education van drivers. They are adjusting their routes, extending their working hours, and doing whatever it takes to make sure our students of need can maintain consistent schedules. The board reviewed the Student Council representatives' written report. Santa Day this year was a great success. Elementary Principal Jeff Eklund reviewed his written report. Mr. Eklund reviewed Targeted Services enrollment numbers and answered board questions regarding Targeted Services' funding. High School Principal Justin Sawyer reviewed his written report, which included updates regarding teacher observations, the Parent Advisory Team, and two professional development conferences he has recently attended. Activities Director Tim Malone reviewed his written report, which included the winter activities' participation numbers and the announcement of this year's AAA winners, Jessica Westman and Sam Anderson. OTAS Officer Mike Thompson reviewed his written report, indicating that as of November 30, 2012, the district has spent approximately 40% of this year's allocated School Improvement Grant funds, which is right on target. The School Improvement Grant will be sponsoring upcoming parent/community events in the winter and spring; including an evening for parents to assist with the Free Application for Federal Student Aid (FAFSA) in February. Community Education Director Cheryl Arnold reviewed her written report, which included an explanation of how the 0-4 census report numbers are calculated, and the community education participation numbers. Sup't. Winter's report to the board included updates on recent meetings and conferences attended; ECMECC, RRSEC, Supt Regional Meeting, and a district technology committee meeting. At a recent East Central Workforce meeting a group of educators, business people and legislators took a tour of CMP in Cambridge and the C/I high school industrial tech programs. The point of the tour was to draw attention to the legislators the need for trained workers for industry and the lack of funding in education to provide these needed workers. Board members reported on individual meetings and activities attended. The board received a presentation of the FY 2012 audit at the regular November board meeting by Mike Burkhardt, Burkhardt & Burkhardt Accountants. Superintendent Winter reviewed with the board the FY 2012 School District Audit Report and recommended approval of the report. Motion by D. Klemz, second by M. Eng to accept the Final FY 2012 School District Audit. Carried. At this point in the meeting, Chair Eklund provided everyone present an opportunity to ask questions and to express their opinion on the proposed Final 2012 Payable 2013 property tax levy being considered for adoption by the school board. No questions were asked, no opinions were expressed. Sup't. Winter gave a brief synopsis of the levy certification and explained that the small percent increase in property taxes being collected by the school is due to extensive upgrade in equipment for the schools' kitchens. Motion by T. Cuda, second by D. Klemz to levy the maximum allowable for the Final 2012 Payable 2013 School District 314 Property Tax Levy. Carried. A copy of the signature page of said Levy shall be a part of the official minutes. The board reviewed a draft of the proposed 2013-2014 school district calendar. The board will be asked to consider adoption of the calendar, if acceptable, at the Organizational school board meeting on Monday, January 7, 2013. Motion by T. Cuda, second by M. Eng to approve the child care leave request submitted by Andrea DeRushia, beginning on March 18, 2013 for the remainder of the 2012-2013 school year; along with approval to use her sick leave until it is exhausted, any remaining time will be unpaid. Great job on involving media, parents, students and the public in the day-to-day school operations, events, etc. 4.Very good job on negotiations. 5.Great at mentoring all district employees and being a role model. The board identified areas in need of improvement: 1.Updating district policies. Mr. Winter is fully aware of the need for a massive update of district policy. He is currently working with MSBA to define a strategy for this update. 2.In the past, there was a lack of strategic planning. Currently, the superintendent and school board are in the process of strategic planning. 3.Improving the work environment is an ongoing process. 4.Continue media promotion. 5.Continue working on Bullying Policies in coordination with legislative changes.
