Former Dalbo postmaster charged with felony theft Print E-mail

Lorri Frances Gambino, 49, of Dalbo, resigned her position as Dalbo postmaster
in February 2007 after an investigation by the U.S. Postal Service revealed missing post office funds and supplies.

On July 18, Gambino appeared in 10th District Court in Cambridge in response to a summons alleging felony theft-indifferent to owner rights detailing the issuance of $13,722 in USPS money orders to herself and family members without full payment and a $6,354 total stamp shortage from the Dalbo Post Office. 

Gambino worked as Officer in Charge of the Dalbo Post Office from 1995 until December 2001 when she was appointed postmaster. As postmaster she was accountable for all the financial transactions in the office including overseeing the sale of USPS products such as money orders and stamp stock.

Acting on a tip received in December 2006, the USPS office of Inspector General began an investigation that included a full audit of the Dalbo branch for the years 1999 to 2007.

According to the criminal complaint, Gambino is alleged to have issued herself thousands of dollars in unauthorized salary advances, all but $6,647 of which she had repaid. A comparison of stamp sales reported for 2004 through 2006 with stamp stock received by the Dalbo branch to replenish stock  also revealed a total stock shortage of $6,354.

At the time of her resignation in February, Gambino agreed to repay $6,647.99 but still faces the criminal charges.

Following her first appearance in court July 18 she was ordered booked at the jail and then released on her own recognizance.

Why in the world would this PM be an OIC for 6 years prior to becoming the Postmaster? I believe upper management is to blame for not following up on this OIC which as it sounds must have been unqualified to be OIC. I bet she can get out of this by convincing the union people to protect her because she was not properly trained. OIC for 6 years?????? Fire the MPOO!

This speaks to bringing stricter regulations BACK to the post office. If the rigorous testing, interview processes and background checks have been removed by the deregulation of the USPS then I say bring back the checks and balances. There is no reason for this type of behavior to have taken place over such a great length of time.

Apparently CID is familuar with the inner workings of the Post Office as demonstrated by the use of Post Office terms. REV seems to also know a bit about the Post Office. BUT. . . no amount of 'Training' will change a person's inner qualities and only exstensive and proven over time background checks and interviewiing techniques will identify some 'at risk' areas of a person's personality traits.
Only Gambino knows why she chose to do what she did and it's very possible she would have found a way to do it even with better taining. A person is what a person is and will do what their personal disposition leads them to do. Maybe this is a 'wake up call' for Gambino to seek professional help and start the healing process, it sounds like she needs help, not criticism.
