School Board Meeting Minutes
Thursday, December 19, 2013
Education Center 7:00 p.m.
Meeting called to order by Chair Tim Hitchings at 7:00 p.m. and meeting was started.
Pledge of allegiance was said by all.
Roll call was taken. Those present: School Board members Tim Hitchings, Lynn Wedlund, Gary Hawkins, Mike Streiff, Heidi Sprandel, Darcy Winsor and Jenni Caulk; Superintendent, Dr. Ray Queener; Director of Finance, Robyn Vosberg-Torgerson; Director of Teaching and Learning, Tim Truebenbach and Superintendent Executive Administrative Assistant, Kimberly Cheney.
Motion was made by Darcy Winsor, seconded by Gary Hawkins to approve Agenda. Motion carried.
Robyn Vosberg-Torgerson and Kris Crocker gave a report on current year budget and property tax levy information for 2014. They handed out a document and with detailed description of increase of General Fund Levy from the approved Bond Referendum of $300 per pupil; Decrease in Community Service Levy; and the Debt Service will increase due to voter approval of Bond. There were no comments at this time from the Board or Community.
Charlie Burroughs Cambridge Middle School presented the showcase for the Board. He brought is music team which consisted of teachers, Andrea Bleess (band) and Aaron Knudsvig (choir); students, Chloe Fromm, Alyssa Krause, Tess Pocrnich, Jordyn Kusske, Charydyn Merkouris, Travis Skeen; and other supporting community members. Mr. Knudsvig handed out a copy of concert programs that were given at the middle school, grades 6-8. Andrea led the band students in some Christmas Carols that were enjoyed by the School Board and all in attendance.
Mitchell Ziebarth talked about student activity at CIHS. Justine Larson and Max Knowlton were recognized for Triple A Award Winning achievement Academics, Arts and Athletics. Congratulations to them. CIHS has been performing many band and choir concerts throughout the month of December.
Lynn Wedlund reminded the Board that Community Education will no longer offer GED testing in our district. There will be a class of 12 hours which a student can take to prepare to take the test. She also stated that there were 20 families who were on the MinnCo Angel Tree from Isanti County that received Christmas gifts this year. Joell Tweet is working with a BMX program for Isanti County possible through grant monies.
Legislative Information None
Oakland Cooperative Center cancelled their December Board meeting because of weather.
In the School Board member report, Lynn Wedlund mentioned there were 135 blood donors this year at CIHS giving blood. Also, the CIHS Cheerleaders received 1st place at their competition in Iowa and are now moving onto National competition. Gary Hawkins also talked about Cambridge Middle School had 80% middle schoolers participate in the Renaissance Program this winter. The wrestling team took first place at a tournament. The Toys for Tots Charity was held at CMS with distribution before the Winter Holiday.
Board Chair, Tim Hitchings share with the Board that contract negotiations are going good. The Bus Drivers team met along with the Administrative Assistants team and a tentative agreement has been set. Teachers are still negotiating, but a tentative agreement is set for them also.
Robyn Vosberg-Torgerson shared there was a First Class (email) update done in the district. They are investigating different options to see another new email vendor would be better for our district. Food Service is completely staffed at this time and their menu is now web based for the public. Human Resources have been working on new employee forms in their start up packet. Also, we have created a Staff Resources tab on our web page for all forms to be housed to make easier access for all employees and community members needing one. Transportation/Building and Grounds have had to deal with weather issues and bussing. Our first user group for the Facility project met this week to start the process on renovation/changes and new construction. Robyn handed out the budget calendar and reminded us that we received our $2,940,000 in Bonds today, December 19, 2013.
Tim Truebenbach spoke on the activity in Teaching and Learning. He gave an update on the following:

– Calendar Discussions First meeting January 6th, 2014
– Technology
Tim also mentioned we had our own presenters from Cambridge-Isanti Schools at the TIES Conference this year Dave Blanchard, Holly Groebner and Rob Swanson. Also, there are 90 women participating in the CIHS 9th Grade Choir this year which has created an awesome musical group.
Dr. Ray Queener spoke on the following:
– An update on the Strategic Planning work schedule and that our goal is to start the process in the end of January
– Gave his congratulations to the Cheerleaders and their successful competition Win. He said it would be on ESPN and ESPNII for those wanting to watch.
– Dr. Queener and Mike Streiff attended the Phase I and Phase II School Board training at the beginning of December in St. Cloud.
– A meeting with the Superintendents Advisory Committee was held on December 3, 2013. Lots of sharing took place and monthly meetings will be held going forward.
– A meeting with the Parent Advisory Committee was held on December 13, 2013. They will meet again after our Strategic Planning schedule is in place.
– Ray and others attended the TIES Conference held in Minneapolis. It is 98% instructional now and was the largest ever held at over 3500 attendees.

Motion made by Jenni Caulk, seconded by Mike Streiff to approve Cambridge-Isanti High School Registration Guide for 2014-2015 with changes as presented. Motion carried.
Bill Lauer, Malloy, Montague, Karnowski, Radosevich and Co., P.A. gave an explanation of the Management Report and Financial Statements and Supplemental Information in packet handed out by Robyn Vosberg-Torgerson. Motion made by Mike Streiff, seconded by Darcy Winsor to approve the 2012-2013 Cambridge-Isanti School District Audited Management Report and Financial Report given by Bill Lauer, Malloy, Montague, Karnowski, Radosevich and Co., P.A. Motion carried.
Motion made by Lynn Wedlund, seconded by Jenni Caulk to approve and accept the Cambridge-Isanti negotiated Custodial Contract for 2013-2015. Motion carried.
Motion made by Jenni Caulk, seconded by Gary Hawkins to approve and accept the Cambridge-Isanti negotiated Food Service Contract for 2013-2015. Motion carried.
Motion made by Gary Hawkins, seconded by Heidi Sprandel to approve All Day Every Day Kindergarten starting in 2014-2015 school year with exceptions as needed, and construction of new classrooms as presented to the School Board by Administration . Motion carried.
Motion made by Lynn Wedlund, seconded by Darcy Winsor to Approve the date for a Reorganization Meeting on January 9, 2014 at 7 p.m. Motion carried.
Motion made by Gary Hawkins, seconded by Heidi Sprandel to approve the Traditional Washington D.C. Trip taken by 7th and 8th grade students at Minnesota Center. Motion carried.
Resolution introduced and moved its adoption by Mike Streiff to approve the Proposed Expulsion for the Student Identified in the Attachment thereto (herein after referred to as the STUDENT). Gary Hawkins seconded the adoption of the foregoing resolution and upon vote taken it resulted in the following: Tim Hitchings, Yes; Gary Hawkins, Yes; Mike Streiff, Yes; Lynn Wedlund, Yes; Darcy Winsor, Yes; Heidi Sprandel, Yes; and Jenni Caulk, Yes. Voted against: None. Motion carried.
At 8:59 p.m., motion made by Jenni Caulk, seconded by Heidi Sprandel, to move into a closed session Pursuant to Minn. Stat. 13D.05 Subd.2(b) for preliminary consideration of allegations or charges against an individual subject to its authority and Subd. 3(b) based upon the attorney-client privilege. Motion carried.
At 10:13 p.m., motion made by Lynn Wedlund, seconded by Darcy Winsor, to adjourn from closed session Pursuant to Minn. Stat. 13D.05 Subd.2(b) for preliminary consideration of allegations or charges against an individual subject to its authority and Subd. 3(b) based upon the attorney-client privilege to open meeting. Motion carried.
