Blaine man charged with criminal sexual conduct

A Blaine man has been charged with two counts of felony criminal sexual conduct.

Mickey Dean Sams, 61, was charged before Judge P. Hunter Anderson in Isanti County District Court on Tuesday, Jan. 29, with felony 1st degree criminal sexual conduct-penetration or conduct with a person under the age of 13 and felony 2nd degree criminal sexual conduct.

Judge Anderson set bail for Sams at $40,000 without conditions or $20,000 with conditions and his next court appearance for Feb. 20.

Sams has a prior conviction of felony 2nd degree criminal sexual conduct from June 1997 in Anoka County.


According to the criminal complaint:

Isanti Police Officer Val Zeman was dispatched to a home within the city of Isanti for an allegation of criminal sexual conduct.

In her investigation, Officer Zeman learned that the victim was at a birthday party at her grandmother’s home in Isanti and was playing downstairs with Sams. The victim stated that Sams had taken a picture of her. Later that evening, the victim told her father and grandmother that Sams told her to pull down her pants and began taking pictures of her private area. Sams told the victim to not tell anyone what happened.

On Jan. 28, the victim went to the Midwest Children’s Resource Center for a forensic interview and medical exam. The victim told the forensic nurse that the sexual conduct happened every time she saw Sams. She stated specifically that it happened at her birthday party, on Thanksgiving, at Sams’ home in Blaine and her grandmother’s home in Isanti. The victim said Sams would touch her private areas.
