Isanti man charged with criminal sexual conduct

An Isanti man is facing a felony charge of 2nd degree criminal sexual conduct stemming from alleged actions that took place from Jan. 1 through June 30.

Devaughn Dolan Maranell, 55, was charged July 11 in 10th Judicial District Court in Cambridge before Judge P. Hunter Anderson. Bail was set at $75,000 without conditions or $25,000 with conditions and his next court appearance is scheduled for July 25.

According to the criminal complaint:

Isanti Police Officer Rod Barrows met with the juvenile victim and her mother on June 18. The mother explained her daughter often plays in the home across the street where three children live with their parents and Maranell.

The mother said her daughter would play in the basement that belonged to Maranell, and included his bed, several photos of young women in bikinis, a computer and a treadmill. The mother told Officer Barrows it was just brought to her attention that Maranell has been acting inappropriately with her daughter. The mother claimed Maranell would lay on her daughter and thrust back and forth.

When Officer Barrows spoke with the victim, she said she would play in Maranell’s house with her friends. She said she would lay on Maranell’s bed and he would get on top of her. She said he would also give her long kisses on her mouth.

During a forensic interview with the victim, the victim said Maranell had been kissing her since Christmas in his room, the backyard and in other parts of the home. She said he would also lay on top of her and thrust back and forth, but she and Maranell were always fully dressed when the incidents took place.

The complaint noted that altogether Maranell spoke with Officer Barrows four times. At no point was he told specifically what the allegations were, but he was able to provide very similar facts as the victim.
