Moose Lake man charged with criminal sexual conduct

A Moose Lake man has been charged with felony, first degree criminal sexual conduct with a person under the age of 13.

Anthony Lee Menard, 21, was charged July 15 in 10th Judicial District Court in Cambridge for felony first degree criminal sexual conduct relating to an incident that took place in a parked car in Isanti on Saturday, July 9.

According to the criminal complaint, Menard and the juvenile were in Isanti with the juvenile’s family, when the juvenile got lost.

While the family went to look for the juvenile, Menard waited in the car. While the family was still looking, the juvenile returned to the car and Menard engaged in criminal sexual conduct with the juvenile.

Menard appeared before Judge P. Hunter Anderson July 15 where bail was set at $100,000 without conditions or $50,000 with conditions. Conditions set by the court included: stay a reasonable distance away from victim’s residence; no contact with victim; remain law-abiding; make all future court appearances; no contact with persons under age 18; and no use or possession of firearms or dangerous weapons.

An order for evaluation for competency to proceed and an order evaluation for mental deficiency/illness were ordered by the court July 18.
